In some specific cases, an LMIA is not required.  International agreements, certain co-op placements for international students and other very specific situations, for example; open work permit for a spouse.

To determine whether or not a temporary resident requires a work permit and/or a Labour Market Impact Assessment, first determine whether the activity the person seeks to engage in constitutes “work” as defined by the Immigration and Refugee Protection Regulations.
